Resolved Question: Very nervous puppy. Need help in reassuring her.?

Hi I have taken in an Akita Doberman cross. She is 13 weeks at the moment we have her three weeks. When getting her our main concern was socializing her with our 5 month old female beagle but as it happened we need not have worried as they hit it off straight away and now love each other. Our worry now is that she is really nervous around people. She gets excited when she see’s me and my partner she jumps up, licks and follows us around but if either of us walk towards her she runs and hides and the same if we go to pick her up or pet her. She also refuses to walk past our feet like if we open the door to let her in or out. At First i thought it was because she had a lot to get used to but now we have her three weeks and its not improving. She is very wary of people when we are out walking. I know it can be in the akita’s temperament to be wary but she seems to be downright terrified. She has never been mistreated in our home and has all the luxuries she could need.
